This is, I think, a crossing at OS ref TL156970. This crossing is between Orton Mere and Ferry Meadows stations on the NVR.

I suspect that the level crossing is only temporary and that the civil engineering works on the left are the Nene Parkway road under construction. This picture shows that the former up line was out of use, the down being used as the single line.
