Looks like a 24 from the D5000-5113 range. Is this some kind of automated tablet exchange equipment behind the notice? And what is that dark object in mid-air to the left of the driver? Location is probably somewhere on the ex-GWR Shrewsbury - Dovey Jct line.

I think that this is Westbury. Down passenger taking the token for the section to Welshpool. The "dark object" is the lamp which was supposed to illuminate the hoop of the token carrier at night.

location: Cemmes Road
This looks like it may be Cemmes Road, between Machynlleth and Caersws on the Cambian Line. Looking at Google, I agree Westbury seems more likely.
