Q11.07. Railway locomotive registered as a road vehicle

In Peter Robinson's article on the North Gloucestershire Railway (RO January p.48) there is a reference to Worcester City Council having insisted on a 2 ft. gauge Lister 4wDM being registered as a road vehicle (DFK 538) because it was used on a factory railway which crossed a public road. This sounds perverse, and probably wrong in law since it was not a road vehicle anyway.

The GWR were never required to register their locos as road vehicles when crossing Shrub Hill Road or Pheasant Street on the Vinegar branch! The Leighton Buzzard Light Railway had several informal road crossings (and still does). Is this instance unique, or are there any others known? (DL:10953)
