Q11.19. When is a locomotive preserved?

The sale of 20118 from the South Devon Railway to HNRC has caused a member to consider how we now judge a locomotive’s status when it is on a heritage railway. Formerly, almost all were considered to be permanently preserved, generally with good reason, especially in the case of steam locomotives. Now, many of the diesel locomotives are of types still in operation on the mainline and are probably there for their general usefulness as much as their contribution to current preservation. The question is, should we categorise these useful locomotives, which could easily return to the mainline any differently from those which are more definitely in permanent preservation?
