Halton Curve

See this link from the BBC about the restoration of a direct rail link between Liverpool and North Wales.
£18.75 million for one and a half miles of track seems a bit strong. Perhaps something else is involved.

Maybe work is required on the viaduct over the M56 at the Frodsham end?

I remember doing this line in the early 90s when the only passenger train was a summer Saturday afternoon loco hauled train from Llandudno to Liverpool.

But I've lost track of how the service has been maintained since, can anyone explain?

The cost in excess of £18m is not for a mile and a bit of track. The plan I have shows the line remaining single track. The bulk of the cost will be for crossovers at each end and signalling alterations (closing Halton 'box and transferring to Manchester ROC, major changes in Frodsham 'box as mechanical signalling becomes colour light). For the scale of signalling alteration required (small area but virtually 'start again' changes), the cost looks plausible.
